Defense

The Pentagon’s budget processes can be enormously complex and confusing.  L2 provides our clients with unparalleled insight and technical expertise in areas such as defense RDT&E, procurement, operations and maintenance, and base closure. Our 24 years of in-depth experience of L2 in defense authorization and appropriations enables us, on behalf of our clients, to shape defense-related legislation and investments proactively.

  • Assist clients to prepare and carry out strategies to achieve specific legislative and administrative directives. Occasionally, my role may be to simply open doors, fine-tune the message, and create the materials needed for the best possible presentation to key Members of Congress, personal and professional staff.

  • Determine the best communication strategy (meetings w/ staff or members, phone calls from Service representatives).
  • Educate officials, decision makers and opinion leaders in an honest, comprehensive and timely manner in order to shape public policy.
  • Ensure strategies are uniquely tailored to achieve each client’s goals.
  • Maintain a sense of Congressional or agency activities.
  • Communicate effectively with federal decision-makers and those who influence them.
  • Track legislation and agency rule-making.
  • Establish and maintain contact with key players within both the public and private sectors.
  • Identifying trends that may affect projects, plans, or profitability.
  • Provide monthly summaries (i.e., phone calls, e-mail);
  • Report congressional appropriation markups and authorization language.
  • Schedule meetings with members of congressional staff.
  • Provide briefing templates for client to present to congressional staff or members.
  • Effectively use the opportunities provided by Congressional hearings and other public forums.
